These pandas basically try to find illiterate and first-time visitors to the temple and take them around for a fee promising them to help in puja or entering the temple. In many case, I saw, they make the devotees perform puja to the panda themselves. They also instruct the devotees to bow to their feet! My verdict: they are thugs, plan and simple.
