    सिनेमाहलहरुमा हत्तपत्त नचल्ने “बाउलिंङ फर कोलम्बाइन” (तस्बिरमा) जस्ता विदेशी फिल्महरु हेर्न सानो स्तरका प्रदर्शनीको आयोजना गर्ने चलन बढ्दो छ काठमान्डूमा ।

    शहर फैलिदै र विश्व समाजसँग बढी खुल्दै गर्दा काठमाडौंमा एउटा त्यस्तो संस्कृतीको विकाश भइरहेको छ जस अर्न्तगत मानिसहरु साप्ताहिक जसो एक ठाउमा भेला भएर मूलधारका सिनेमाहलहरुमा कहिल्यै नलाग्ने फिल्महरु रस लिएर हेर्छन्, तिनले उठाएका विषयबस्तुमा छलफल गर्छन् र यस्तै नेपाली सिर्जना हेर्न पाए हुन्थ्यो भनि मौन कामना गर्छन् । संख्या धेरै छैन तर गुणस्तरीय फिल्म हेर्ने चाहना उत्कट छ त्यस्ता दर्शकको । उनीहरुका लागि प्रदर्शनीको नियमित आयोजना गर्नेहरुले वितेका बर्षरुमा दर्शक संख्या बढेको छ भन्दा सन्तोष मान्छन् । ‘दर्शकहरुको एउटा त्यस्तो प्रतिबद्ध समुह बनेको छ जो फिल्म हेर्न नियमित आउछ,’ मार्टिन चौतारीका अनुसन्धाता भास्कर गौत्तम भन्छन्- ‘बढीजसो युवापुस्ताका र फिल्म निर्माणमा रुचि भएकाहरु हुन्छन् ।’

    मार्टिन चौतारी सञ्चार र अन्य सामाजिक विषय’boutको अनुसन्धान गर्ने संस्था हो जसले नियमितरुपमा अनेकौ विषयमा छलफलको आयोजना गर्नुका साथै फिल्महरुको पर््रदर्शनी गर्छ । पाँच बर्षअगाडी वैकल्पिक फिल्म तथा बृत्तचित्रहरु देखाउन थालिएको हो र अन्य छलफलहरुको तुलनामा फिल्म प्रदर्शनीमा सहभागि संख्या बढी हुने चौतारीको अनुभव छ । बर्षौ अगाडी फिल्मका सौखिन भास्करसहितका सात आठजना तन्नेरीहरुको एउटा समुहले ‘काठमाडौं फिल्म आर्काइभ’का नाममा गोदावरी अलुम्नाई एसोसिएसनसँग मिलेर महिनामा एकपटक तीन चारवटा फिल्म प्रदर्शन गर्दथ्यो । आर्काइभकै सक्रिय सदश्य सम्झना उप्रेती रौनियारले सहायक निर्देशककारुपमा चारवटा फिल्ममा काम गरिसकेकी छिन् । ‘व्यापकरुपमा परिभाषित राम्रा सिनेमा’ देखाउने ती प्रदर्शनीहरुको उदेश्य ‘राम्रो फिल्म हेर्ने स्वादको सिर्जना गर्नु थियो,’ भास्करले भने । घाटा भएपछि प्रदर्शनी स्थगित भयो र त्यही समुहले रुसी सास्कृतिक केन्द्रबाट निशुल्क हल पाएपछि महिनामा दुइवटा रुसी र एउटा अर्को फिल्म देखाउने सहमतीमा देखाउने काम थालियो । त्यसैको ‘बाइप्रोडक्ट’कारुपमा चौतारीका प्रदर्शनी (प्रत्येक अर्को विहीवार) ले निरन्तरता पाएको भास्करको भनाई छ ।

    यस्ता प्रदर्शनी स्थलहरु राजधानीका पुस्तकालय सरह हुन् । बजारमा हत्तपत्ति नपाइने कितावहरु खोज्दै पाठकहरु त्यहा पुगेजस्तै नेपालमा हलहरुमा चल्ने कुनै सम्भावना नभएका विदेशी फिल्मको स्वाद चाख्न दर्शकहरु यस्ता प्रदर्शनीमा पुग्छन् । त्यस्ता दर्शकमध्ये धेरैजसो विषयबस्तु’bout समानखाले सोचाई भएकाहरु हुनेगर्छन् जसकालागि प्रदर्शनी भेटघाट गर्ने र मनमा उब्जेका कुरा’bout छलफल गर्ने बाहाना पनि हुन्छन् । फिल्म हेरेपछि उनीहरु त्यससग सम्बन्धित विषय’bout छलफल गर्छन्, कमी कमजोरी पहिल्याउछन् र तातो चिसो पिएर घरतिर लाग्छन् ।

    ‘गम्भीर रुपमा फिल्म हेरेर विभिन्न कोणबाट छलफल वातावरण सबैभन्दा बढी मन पर्छ,’ एकजना नियमित दर्शकले भने- ‘कसैले क्यामेरा, कसैले पटकथा, कसैले संगीत पक्षमा टिप्पणी गर्छन् । त्यस्तो ‘प्याकेज’ले मलाई सबैभन्दा बढी तानेको छ ।’

    छलफलको लम्बाई र त्यसमा हुने गहनता फिल्मका विषय र अन्य कुरामा भर्रपर्छन् । नेपाली अवस्थासँग निकै मिल्ने विषयबस्तुमा दर्शकहरु जमेर तातो बहष गर्छन् भने फिल्मका तर्फाट कोही उपस्थित छ भने प्रश्नहरु बढी बषिर्न थाल्छन् ।

    सबै प्रदर्शनीहरुमा छलफल हुदैनन्, फिल्ममात्र देखाइन्छन् । एलियास फ्रासेसले बर्षौदेखि नेपालीहरुमा फ्रान्सेली संस्कृतीको प्रवर्द्धन गर्ने उद्देश्यले फ्रेन्च फिल्महरु देखाउदै आएको छ । कुनैबेला सिनेमाप्रति रुचिराख्ने तन्नेरीको समुहले एलियासमा प्रत्येक सोमबार वैकल्पिक धारका सिनेमा ल्याएर हेर्ने गर्दथ्यो । सोही समुहका दुइजना छिरिङ् रितार र नविन सुब्बा फिल्म निर्माणमा अहिलेका हस्ती भएका छन् । पछि एलियास आफैले ‘सिने क्लव’ नामको उक्त प्रदर्शनीमा दर्शकले फिल्म हेर्छन् मात्रै, छलफल गर्दैनन् । तर यहा दर्शक संख्या निराशाजनक हुदैगएको एलियास फ्रासेसका उपनिर्देशक प्रविनविक्रम राणाले महशुस गरेका छन् ।

    सन् २००६ मा एउटा प्रदर्शनीमा औषतमा ९/१० जना भन्दा बढी दर्शक नमिलेको उल्लेख गर्दै प्रविनले दर्शक तान्ने प्रयास थालिने जानकारी दिए । ‘शायद फिल्म हेर्ने अरु ठाउ भएर होला,’ उनले भने- ‘हाम्रो छनौट सन्तोषजनक नभएर हो कि भन्ने पनि सोचिरहेका छौं ।’ प्रत्येक विहीवार दुइबजे देखाइने फिल्म हेर्ने धेरैजसो फ्रेन्च सिकारु हुन्छन् । आलियासले सक्कली प्रतिहरुमात्रै देखाउने भएकाले भनेको फिल्म उपलब्ध गराउन कठिन हुने र कुनै फिल्म ढिला मात्र काठमाडौं आउने भएकाले कतिपय अवस्थामा दर्शकले चाहे अनुसारका सिर्जना देखाउन नसकिएको उनले बताए । उनले दर्शक बढाउने उपाय’bout विचार गरिरहेको उल्लेख गरे । बरु सशुल्कै भएपनि लन्चको व्यवस्था गर्ने हो कि ?

    फ्रान्सेली केन्द्रमै ‘सिने डिने’ नाम दिएर दुइ बर्षअगाडी थालिएको महिनामा एकपटकको सप्ताहन्त प्रदर्शनीमा सशुल्क डिनर समावेश छ र यसमा सधै सिटहरु भरिपूर्ण हुन्छन् । ‘यो डिनरको विशेष मेनु तयार गरेका छौं,’ प्रविनले भने- ‘शायद सप्ताहन्तमा फिल्म हेन र डिनर पनि गर्ने प्रवधानले दर्शकलाई आकषिर्त गरेको हुनुपर्छ ।’

    बैकल्पिक धारका फिल्महरुमा नेपाली दर्शक आकषिर्त गर्ने श्रेय हिमाल एसोसिएसनलाई भन्दा बढी कसलाई जाला ? दक्षिण एसियाली र पर्वतीय विषयबस्तुमा कामाठाडौं अर्न्तराष्ट्रिय फिल्म महोत्सवहरु गर्ने हिमालले जम्मा गरेको आर्काइभबाट छानिएका सिनेमा यदाकदा पाटन ढोकास्थित यलमाया केन्द्रमा प्रदर्शन गरिन्छन् । ती बाहेक अन्य ख्यातिप्राप्त बृत्तचित्र पनि सशुल्क देखाइन्छन् । केही समययता प्रदर्शनीले निरन्तरता नपाएपनि आफूसँग भएको इमेल लिस्टका कारण देखाउन मनलागेको बेला सम्भावित दर्शकलाई सजिलै सूचना पुर्याउने जानकारी एसोसिएसनले दियो ।

    यस्ता प्रदर्शनीमा फिल्महरु सकेसम्म सक्कली र देखाउन अनुमति लिइएका डीभीडी घुमाउदै प्रोजेक्टरमार्फ देखाइन्छ । किन्न नसकिने तर नहेरी नहुने अवस्थाको सिर्जना भएमा नक्कली डिभिडीबाटै काम चलाइन्छ । आखिर काठमाडौंको एउटा अध्यारो कोठामा १०/२० जना जम्मा भएर एक पटक हेर्दैमा कसको के पो बिग्रन्छ ? सम्बन्धित निर्माताले थाहै पाउदैनन, पाएपनि प्रदर्शनीको आयोजना गर्ने समुह या संस्थाहरु ठूला र व्यवसायिक प्रदर्शक नभएकाले ठूलै रकम कमाउइने सम्भावना पनि हुदैन । प्रदर्शकहरुले फिल्महरु व्यक्तिगत सम्बन्धमार्फ मिलेका डीभीडीमा दर्शक सिफारिसका आधारमा चयन गर्छन् । जस्तो, चौतारीमा देखाइने कतिपय फिल्महरु विदेशबाट आएका चिनेजानेका मानिसले ल्याएका डीभीडी या अन्य स्वरुपमा हुने भास्करले बताए । ‘त्यस्तै कतिपयले आफूसग भएका संग्रहहरु चन्दा दिने गरेका छन्,’ उनले भने- ‘दिपेन्द्र गौचनले आफूसग भएको पुरै र छिरिंग रितारले भीएचएफ फिल्महरु चन्दा दिएका छन् ।’ चौतारीले हालसम्म एकसय ५० जति सिनेमा संग्रह गरेको छ ।

    फिल्म हेरेको शुल्क लिने/नलिने कुरा प्रदर्शनीकर्ता अनुसार फरक पर्छ । काठमान्डू फिल्म सोर्साईटी र फिल्म साउथ एसिया (यलमाया प्रदर्शनी) ले न्यूनतम शुल्क लिन्छन् । ‘हामी पूर्णरुपमा आफैमा निर्भर छौं,’ काठमान्डू फिल्म सोर्साईटीका अध्यक्ष राजेश गोंग्जुले भने- ‘विदेशी सहयोग लिएर फिल्म देखाउने होइन ।’ सोसाइटीले मानिसहरुलाई ‘सिनेमा’bout शिक्षित तुल्याउने’ उद्धेश्यले महिनामा एकपटक नेपाल पर्यटन बोर्डका हलमा गर्ने प्रदर्शनीमा अफ्रिका, दक्षिण अमेरिका लगायत दक्षिणी गोलार्द्धका फिल्महरु देखाइन्छ । प्रदर्शनीपछि सम्बन्धित विषय र फिल्ममा छलफल हुन्छ । सोसाइटीका प्रदर्शनीमा धेरैजसो दर्शक काठमाडौंमा बस्ने विदेशी भएपनि एक बर्षता नेपालीको संख्या बढेको राजेशले बताए । ‘मेरो प्राथमिकता नेपालीहरुलाई देखाउनु हो,’ उनले भने- ‘म आफै फिल्म निर्माता हुँ र स्थानीय मानिसलाई गुणस्तरीयता’bout जानकारी दिन सके त्यसको प्रभाव नेपाली फिल्म निर्माणमा पर्नसक्छ भन्ने मेरो विश्वास छ ।’

  • State of Mind: Midnight

    It’s 12:12 AM as I am starting to type these words. Not exactly a good time to start writing a blog post. May be a right time to dream. Dream about what? Sleeping with a girl? Forgive my lingo but I am alone and I am adult and it’s exactly 14 minutes past midnight. I know it’s time to sleep. I was reading the Person of the Year issue of Time Magazine, after watching my favorite show CID, and a line in the introductory article really struck my state of mind. “I am going to blog about my state of mind or the state of the nation or the steak-fries at the new bristo down the street? Who has that time and that energy and that passion?” (I usually come home at 10 PM from office and the show starts at 10:15. That’s a good timing and I like watching criminal investigative shows of any quality.)

    As I was reading the articles, I couldn’t resist temptation to be in front of the computer and get hold of the keyboard. After all, I remember, I used to write about my state of mind back in 2004 when I started blogging. Then, putting that job aside, I jumped into blogging about the state of the nation (on UWB). Why not go retro? After all, the name YouTube also has that retro feel. Article about YouTube guys is informative and quite interesting. I envy them. These three guys are 27, 28 and 29 years old. Damn, I tell myself, I am 28 and will soon be 29. Will I start a YouTube like phenomena by the end of next year? What the hell I am doing here in this small room of a house in Gothataar Village? Reading Time Magazine article on “Leila, The Real Lonelygirl.” Ha, where are you, dear? The 20-year-old, according to the Magazine, lives in Maryland, “where she’s studying to be a social worker. Her personal life really is complicated.” F–k (God, I would be censored if I were in UWB), I tell myself, why people have complicated life even before they reach 20? I hate these people. So sex is out of mind, what else I can think about? I go back to the dream of being a sensational YouTube like miracle.

    The thing is that I have actually no time to dream right now. I must get some good sleep because the harsh reality is that I must work. Tomorrow is a Saturday but, what the hell, I will be going to office anyway. I don’t remember when was the last time I took a holiday. I am hoping to do some real work tomorrow, work on some stories that I have been planning for days. Today wasn’t a busy day and that was quite a relief. But I don’t have car or motorcycle so I must wait till office vehicle drops me home. I am still in the phase of dream, mind it, I tell myself.

    I don’t interfere in domestic affairs normally. Actually, I rarely take any interest in that. Sometime I even forget who else are there in my family. I come home at around 10 PM, eat whatever has been kept for me and watch TV or play with computer or read books and papers and sleep. Sleep till I feel like sleeping. For instance, when my editor Narayan Wagle called me this morning (at around 11 AM) with a story idea, I was sleeping. “Still sleeping?” he asked. “No,“ I lied. Then I woke up. When I wake up from bed, in most days I eat and get out of the house. So the house, for me, is basically a place to take rest. May be a hotel?

    Someone told me recently, and last year too, not to compare myself with others. What the hell? Why not compare, I say. How can you evaluate yourself if you don’t compare? If you don’t set the bar? I always compare things. Like I compare my writings with those published in New York Times. Hmm, the paper is superior in quality. But not always. I was taken aback by the mistakes I saw in a recent article about Nepal in the Times. I wrote an email to the correction section of the paper (and CCed that to the Public Editor) yesterday. I am hoping to see the correction soon but if they don’t do that I will post the email here. So what do I think of myself? One who don’t do mistakes? Hell not. I also do the mistakes. And I keep on learning. I try not to repeat the f- – – – – – mistakes (Again, forgive my lingo. I am writing my state of mind tonight and you know mind is mind. I don’t know what I really meant by this but I hope the message got through.) We don’t expect such silly mistakes from newspapers like the Times, do we? I am sure the mistake happened because of the parachute journalism they practice when it comes to small and insignificant countries like Nepal. They send tourist reporters like the one who did that particular story, and silly mistakes are bound to happen.

    So what else do I want to write about? It’s very cold in here. More so because I have opened the windows. Chilly wind is coming in. I must open the window to get wireless phone work properly so that I can connect to the Internet. I can’t afford buying heater, or paying exuberant electricity charge if I buy one. So better I close the window for the time being and open it when I have to connect the net again.

    Poverty is all about comparison. I would be in the category of super rich if I compare myself with millions of those who are living openly under the sky and can’t afford to have a bed like mine. (Hmm, this Leila The Real Lonelygirl’s bedroom seems real cozy for me.) If I compare myself with the likes of YouTube guys (well, they say they haven’t seen any of the $ 1.65 billion that they are supposed to get from the Google deal. So I am not comparing with them.) or Google guys, then I am terribly poor.

    Today I saw a fantastic documentary titled ‘We Corner People’ by a Nepali filmmaker named Kesang Tseten. The film wonderfully documents the difficult life of the people of a remote village in Rasuwa district and their efforts of building a suspension bridge with the technical help from Helvetas Nepal. “It’s hard being poor,” says a man in his letter sent to his wife from Kuwait where he had gone to work. “I live in a corner,” says another man in the film. “I don’t have a king’s salary.”

    If you go by that standard, living in Nepal itself is like living in some remote corner of the world. And it’s hard to be poor in any corner like this. Well, actually I don’t consider myself poor. It’s midnight and my mind is thinking anything it likes to think. So it found poverty as one of the appropriate topic, I think. The film must have had some effect.

    Talking about “me and my mind” thing, there is really one hell of a contradiction that I find. If that’s my mind, I must be a different entity. If my mind and I are different entity, how can I think? I mean, I say this is my hand or this is my nose. If I were to remove all these “my” things out of me, what would remain of me at the end? There would be no “me.” So, “me” is the combination of all these “my”s and there is no need for that distinction between these two. Really, then what is this? I am feeling some kind of chill in my feet? Whose feet?

    Enough with this philosophy sh– which will take me nowhere. It’s been more than an hour since I started writing and it seems if I continue writing, I will not go to bed. No, I will. I am already yawning. A long yawn. But my mind says it still doesn’t want to sleep? A smiling Leila, the Real Lonely girl, is watching me from inside her laptop. Good night, err, Good Morning! 1:22 AM.

    F—, it’s 1:47 AM and I can’t post the blog because the connection is crappy tonight. A consolation comes from the Time article: even YouTube guys in the US didn’t have the high speed connection required to browse their site. I will start reading the magazine.

  • Web 2.0 in Nepal and Time Magazine’s Person of the Year

    time magazine person of the year cover“Congratulations,” says my Kantipur daily colleague Sudeep Shrestha. “YOU have been named Person of the Year by Time Magazine.”

    “Congratulations to you as well,” I respond. After all, YOU are also included in that you. “But you really deserve the accolade,” he says. “Because you were one of those who posted content on the web. I rarely did that.” Still, I said, accept the congratulations yar. “After all, you are also an Internet user.”

    As I get down from the office building, another note of congratulation comes from Shohan Shrestha, news chief at Kantipur TV. “Congratulations,” he said, firmly shaking hands as I was heading towards Jai Nepal to watch the movie Kabul Express. [The movie wasn’t really as per my expectation. You can see same old Pakistan bashing that you can find in any other Indian movies. The movie spends most of the time in proving that Taliban members are from Pakistani army. This is exactly why, I think, Indians can’t make any movie of international class. Because of load shedding in Kathmandu, we faced technical hitch in the theater but the sound of constant chit chat coming from behind our seat was enjoyable. The girls, apparently from a college in Kathmandu, were hilarious.]

    So that was our way of receiving the announcement of Time Magazine’s person of the year award. That was three days ago. As soon as I saw the news of Time POY in the wire, I was excited and translated the item for my newspaper. I like the idea of declaring persons or things as person of the year but sometime get disappointed that majority of POY are Americans (an editorial, posted below, from Hindustan Times points out the fact). I enjoyed reading the article on the web when about Time Magazine’s choice of computer as the person of year in 1980 (I think). After the news about Time’s Person of the Year got published on the last page of Kantipur, waves of congratulations started coming in.

    But the celebration and those congratulations might be exaggeration version of our reality. Interactive Internet services (Web 2.0) have gained popularity among net users in Nepal as well. There are quite a few blogs and interactive web sites where user generated content plays vital role. But we are still far behind in posting contents in the web as compared to many developed countries. We can say we are in progress but our economy is the main challenge for that. We have an economy that is growing in a very slow pace and many people, I am talking about the educated ones, are deprived of access to computer and internet. Still we are hoping that the internet will be cheaper in coming days and more and more people will be connected in the World Wide Web. The challenge for now is to increase Nepali or Nepal related content on the web as Internet has already become a starting point for almost every thing.

    Here are two editorials about Time POY in two Indian newspapers:

    Hindustan Times: It sounds highly flattering, but when Time magazine puts you on the cover, do consider the possibility of journalistic laziness as a reason for the news magazine bestowing you the honour. For you to beat the likes of Iranian President Mahmoud Ahmadinejad, North Korean leader Kim Jong Il and former American Secretary of Defence Donald Rumsfeld could lead to a skewed understanding of how important you have been in the global scheme of things over the last one year. But then, making a character from the Axis of Evil-Plus get the coveted spot sends out even more dangerous signals these days.

    But there could be another reason why you get to be on this year’s cover. Since 1995, all of Time’s Persons of the Year have been Americans, starting from former US Speaker Newt Gingrich right down to last year’s trinity of Bono (he’s as Irish as M Night Shyamalan is Indian) and Bill and Melinda Gates.

    Making an easily recognisable (for the American subscriber, that is) non-American the Person of the Year can be devilishly difficult. This is usually worked around by putting Aishwarya Rai et al on the cover of the Asian edition of the magazine. While this gives every Time reader in India the idea that an Indian has finally become the global toast, that Ms Rai’s photograph doesn’t adorn a tabletop in Houston or in Zurich tells the real, smart picture. But you don’t, you can’t localise a Person of the Year. So it had to be you, anonymous blogger or user of sites like YouTube. But you don’t feel that feted, do you?

    Times of India: You don’t get only 15 minutes of fame anymore; You get an entire year. Time magazine has hailed You as the person and phenomenon that defined 2006. The millions of people behind all the user-generated content on the World Wide Web, with its blogs, file-sharing portals, social networking sites and collaborative encyclopaedias, have taken the wheel of the world and the place of traditional great men.

    According to Time magazine, there were certainly ‘People Who Mattered’, including Mahmoud Ahmadinejad, Kim Jong Il, Pope Benedict XVI, Hu Jintao, Dick Cheney and Donald Rumsfeld, but none of these quite compared with the average Joes, the citizens and architects of the new digital democracy.

    The shift began at least two years ago, with the emergence of Web 2.0, the second generation of Internet services that emphasised collaboration and sharing between users. Whether it is reporting news, sharing camcorder footage of wars or terrorist attacks, reviewing products on Amazon or simply telling your own story on video blogs, a million voices are creating new dissonant and fluid realities.

    History is no longer about what those in power choose to do and, more importantly, choose to reveal. History is now about what You have to say. So over to You.

  • Traffic Chaos in Kathmandu

    So the winter has arrived in Kathmandu. People have started putting on thick clothes like jackets and sweaters. I got well, as of now, and back to the daily business of news, blogs and talks. The effects of Protest Politics in Kathmandu are still visible and they are causing problems to Kathmanduits. The other day it was a strike in Satdobato area and hundreds of school kids couldn’t return home until late evening because of traffic blockade. Yesterday, it was a strike in Pepsi Cola and people in Gothataar area (including me) faced difficulties in reaching their destinations in other parts of the city. The strike in Pepsi Cola (this is actually a place if you didn’t know, on way to Sano Thimi from Koteshwor, where the factory of Pepsi is located!) was extended to Jadibuti and the traffic in Araniko Highway is blocked today. People residing near the Airport say that they haven’t been compensated by the airport for their land. I see they have a reason to protest but they don’t need to block the road and create havoc. There are other means of voicing their demands.

    I reached my office via a long and bumpy route that went through Guheshwori, Gaushala and Tinkune. “Oh… this is a chance to get darshan of Pashupatinath,” commented one of the passengers in the bus. “Oh..bie, a chance for darshan,” responded the girl sitting next to me. I am worrying that hubbies and wives of the town might bring their “bilateral disputes” on the road to block the traffic!]

    For the record: I was busy, very busy, with retrieving achieves of UWB from the Archives.org Way Back Machine. It’s quite tiresome process but I am taking it as fun. My principle is: enjoy whatever work you do. Sad that we lost all the contents of UWB in February last year. Hum, now I should start retrieving the data. See you later!

  • प्रधानमन्त्री शक्तिमान्, शाह राजालाई मुस्तांगी सरहको सुविधा

    “नेपालको अन्तरिम संविधान, २०६३” ले पहिलोपटक प्रधानमन्त्रीलाई संवैधानिक रूपमा सर्वशक्तिमान बनाउँदै छ । प्रधानमन्त्रीलाई राष्ट्राध्यक्षको भूमिकासमेत दिइँदै छ । उनलाई सरकार प्रमुख र राष्ट्र प्रमुखका रूपमा एकसाथ दोहोरो जिम्मेवारी सुम्पिनु नेपालको राजनीतिक परम्परामा ऐतिहासिक परिवर्तन हुनेछ । प्रधानमन्त्री आफैं राज्य प्रमुख भएको दुर्लभप्रायः राजनीतिक अभ्यास नेपालले गर्न लागेको छ, जसको परिणाम प्रधानमन्त्रीय क्षमता र प्रतिभाबाट पछि देखिनेछ ।

    एक वर्षअघि सात राजनीतिक दल र माओवादीबीच बाह्रबुँदे समझदारी भएयताको राजनीतिक विकासक्रममा यसलाई स्वाभाविक परिणतिका रूपमा हेर्न सकिए पनि अभ्यासका रूपमा यो निकै चुनौतीपूर्ण हुनेछ । सरसर्ती हेर्दा यसलाई जनताको जितका रूपमा अर्थ्याउन सकिन्छ । ’cause हिजोसम्म राजाले गर्दै आएका काम जनताका प्रतिनिधिले गर्न नसक्ने भन्ने हुँदैन । तर अत्यधिक अधिकारका कारण यसले देशमा शक्ति सन्तुलन परिवर्तन गर्ने तथा प्रधानमन्त्रीले जिम्मेवारपूर्ण र बुद्धिमतापूर्ण भूमिका गर्न नखोजे वा नसके अन्ततः लोकतान्त्रिक प्रक्रियालाई अप्ठ्यारो पार्न सक्नेछ ।

    “नेपाल अधिराज्यको संविधान, २०४७” ले राजा र प्रधानमन्त्रीलाई संयुक्त कार्यकारिणी अधिकार प्रदान गरेको थियो । त्यसकै द्विविधा र शक्ति हस्तान्तरणमा अवरोधका कारण अस्थिरता बढ्दै गएर त्यो प्रयोग असफलसिद्ध भयो । संवैधानिक राजतन्त्र र बहुदलीय प्रजातन्त्रको दुई खम्बे अभ्यास नेपाली राजनीतिमा स्थायीत्वमुखी हुन सकेन । त्यस अर्थमा यो प्रयोग अघिल्लो संविधानको प्रतिक्रिया र पाठका रूपमा ल्याइएको मान्न सकिन्छ । यसले राजालाई संवैधानिक होइन, आलंकारिक रूपमा राखेरमात्र राजनीतक स्थायित्व र प्रगतिको दिशा लिन सकिने अथ्र्याएको छ ।

    अन्तरिम व्यवस्थापनका लागि निर्माण गरिएकाले यसको उद्देश्य अन्तरिम शासनकाललाई सहज र सामान्य बनाउनु हो । घोषणा गर्न ठिक्क पारिएको यो संविधान आफैंमा सामान्य खालको भने छैन । यसले असहज परिस्थिति र असामान्य मनोदशा सिर्जना गर्न सक्दैन भन्न सकिँदैन । ’cause यसले प्रधानमन्त्रीय पद्धति सुरु गर्नेछ जतिबेला देशमा धेरै दलहरूको गठबन्धन छ । गठबन्धन संस्कारलाई गहिरोसँग स्याहारेर लैजान नसके संसद्सँग प्रधानमन्त्रीको संघर्ष हुने र स्थायित्वमा समस्या आउने सम्भावना हुन्छ । प्रधानमन्त्रीले आफ्नै नेतृत्वको संवैधानिक परिषद्को सिफारिसमा प्रधानन्यायाधीशसहित संवैधानिक अंगका प्रमुख तथा पदाधिकारीहरूको नियुक्ति गर्ने प्रावधान अप्ठ्यारो देखिन्छ । यसले न्यायपालिकाको स्वतन्त्रतामा गम्भीर प्रश्न उठाउन सक्नेछ । कार्यपालिकाप्रति न्यायपालिकाको बफादारी लोकतन्त्रकै लागि हानिकारक हुनेछ । त्यसकारण प्रधानमन्त्रीले दलीय आचरण र स्वार्थबाट अलग रहेर मात्र आफ्नो भूमिकाप्रति न्याय गर्न सक्छन् ।

    पञ्चायतकालदेखि देखावटी शक्ति केन्द्रका रूपमा राखिएको प्रधानमन्त्री कार्यालयको संस्थागत विकास प्रजातन्त्रकालमा पनि तात्त्विक रूपमा हुन सकेको छैन । प्रधानमन्त्रीले कार्यकारिणी र अभिभावकीय दुवै भूमिका गर्न आवश्यक निष्पक्षता, तटस्थता र विवेकशीलता संस्थागत आधारमा हासिल गर्ने हो, व्यक्तिगत होइन । त्यसका लागि संस्थागत पूर्वाधार अपरिहार्य छँदै छ, त्यसैगरी व्यक्तिका रूपमा कुनै दलका नेता रहने प्रधानमन्त्रीमा ती गुणको अनिवार्यता अत्यावश्यक हुनेछ । प्रधानमन्त्रीलाई अत्यधिक अधिकार दिनुको अर्थ उत्तिकै जिम्मेवार पनि बनाउनु हो भन्ने चरितार्थ गर्न सकेमात्र भावी संविधान उपयोगी हुनसक्छ ।

    आठ दलका शीर्ष नेताहरूले शुक्रबार राति हस्ताक्षर गरेको संविधानले राजालाई संक्रमणकालका लागि मात्र सांकेतिक रूपमा राखेको छ । यसले राजालाई उदाहरणीय रूपमा भूमिकाविहीन बनाएको छ । साथै भविष्यमा राजसंस्था रहे पनि शुद्ध आलंकारिक रूपमा मात्र रहने मार्गदर्शन गरेको छ । “राजालाई पशुपतिनाथजस्तै बनाएर राख्ने” भनेर आन्दोलनताका गरेको अठोट गिरिजाप्रसाद कोइरालाले प्रधानमन्त्रीका रूपमा सबै दलको सहमतिमा पूरा गर्ने भएका छन् । राजसंस्थालाई एकातिर राज्यकोषबाट सुविधा दिनु र अर्कातिर अस्तित्वविहीन बनाउनु आफैमा विराधाभाष हुने छ । अन्तरिम संविधान बनाउन गठित समितिका सदश्य पूर्व न्यायाधिश लक्ष्मण अर्यालले देश गणतन्त्रतिर लागेको बताएका छन् । अन्तरिम संविधान लागू भएपछि देशमा अौपचारिकरुपमा राजाको आवश्यकता नभएको मानिने छ । राजा नहुदा पनि देश चल्छ भन्ने प्रमाणित हुने छ । त्यतिबेला शाह राजाको भूमिका अहिलेका मुस्तांगी राजाकै जस्तो हुनेछ । त्यस्तो स्थितिमा यही मात्र आशा गर्न सकिन्छ, नेपाल सरकारले दुई राजाबीच भेदभाव गर्ने छैन । शाह राजालाई पनि मुस्तांगी सरहको सुविधा दिने छ, दिनै पर्छ ।

    ६३ पटक नेपाल आएका ६४ वर्षे पिटर ह्याब्लर सबै बूढाहरूले झैं आफूलाई तन्नेरी ठान्छन् भने उनलाई त्यो छुट दिनुपर्छ । हिमालहरू चढ्नु यी अस्ट्रियालीको सोख हो, मानिसहरूलाई टाकुराका टुप्पामा पुर्‍याउनु पेसा र आफूलाई तन्नेरी बनाइराख्नु उद्देश्य । ‘मानिसहरू चुस्त रहन दौडिन्छन्, साँझबिहान पैदल हिँड्छन् या टेनिस खेल्छन्,’ हालैको एक चिसो साँझ काठमाडौं ठमेलको एउटा होटलमा विख्यात आरोहीले कुरा थाले- ‘म हिमाल चढ्छु, छिटो । त्यसले मलाई ठिटो भइराख्न सहयोग गर्छ ।’ बुढ्यौली कसको रहर होला तर ठिटै जस्तो भइराख्नु पिटरको बाध्यता पनि हो ।

    ‘लौ जा कुरा किन लुकाउनु,’ फुर्तिलो ज्यान भएका बूढाले रौसिँदै भने- ‘मेरी तन्नेरी पार्टनरकै लागि पनि मैले ठिटो भइराख्नुपर्छ ।’ उनकी डाक्टर गर्लफ्रेन्ड ३१ वर्षकी छन् । सम्बन्धविच्छेद गरिएकी पत्नीतिरका दुई छोरामध्ये जेठा (२९ वर्ष) स्की व्यवसायमा छन् भने कान्छा (२६ वर्ष) ले हालै खेल सामग्री पसल खोलेका छन् । जीवन, पिटरको निष्कर्ष छ, रमाइलो छ ।

    रमाइलो जीवनले इटालीका रेनहोल्ड मेस्नरसँगै सन् १९७८ मा बिनाकृत्रिम अक्सिजन सगरमाथा शिखरमा पुगेपछि विश्वस्तरको ख्याति पाउन थालेको हो । त्यो गौरवशाली उपलब्धियता पिटरले आठ हजार मिटर अग्ला पाँच हिमाल चढेका छन्, अन्य तीनटाको आठ हजार मिटर उचाइमा पुगेका छन् । सानातिनाको के हिसाब !

    हिमाल नचढेका बेला पिटर मुख र कलम चलाउँछन्, विश्वका विभिन्न भागमा पर्वतारोहण’bout भाषण गर्ने र किताब लेख्ने । तेस्रो किताब आउँदो मेमा बजार पुग्ने तयारीमा छ ।
    ‘यसमा मेरा कञ्चनजंघा, चोयू र नांगा पर्वत अनुभव हुनेछन्,’ पर्वतारोहणका प्राध्यापकले भने- ‘म मानिसहरू किन पदयात्रा गर्छन्, कोही किन शिखरमा पुग्न खोज्छन्, त्यसमा त्यस्तो के मज्जा हुन्छ जस्ता विषयमा छलफल गर्छु ।’ पुस्तकको शीर्षक, जर्मनबाट अंग्रेजीमा अनुवाद गर्न मुस्किलले शब्दहरू खोज्दै पिटरले भने- ‘समिट इज द गोल’ हुनेछ । पहिलो किताब ‘लोन्ली भिक्ट्री’ सगरमाथा चढेकै वर्ष लेखेका थिए त्यो रेकर्डधारी आरोहण’bout संसारलाई जानकारी दिन । दोस्रोमा उनका अरू हिमाली अनुभव छन् ।

    विस्तृत किताब आएपछि पढौंला तर पिटरजी अहिलेलाई यति बताइदिनुस्, मानिसहरू शिखर पुग्न किन मरिहत्ते गर्छन् । ‘निश्चयै, एउटा कारण इगो हो,’ उनले भने- ‘उचाइमा पुग्ने चाह जोकसैलाई हुन्छ । सके सगरमाथा, नसके कुनै अर्को चुचुरो । टुप्पामा पुग्नुको मज्जा अतुलनीय छ । ६ हजार मिटर मात्रै अग्लो किन नहोस्, संघर्ष गर्दै थुम्कोमा पुग्नेका लागि त्यही सगरमाथा ।’ पर्वतारोहण एउटा खेल हो जसमा शिखरमा पुग्नुलाई विजयका रूपमा लिइन्छ । खेलमा प्रतिस्पर्धा भई नै हाल्छ र त्यसमा रेकर्डहरू कायम गर्नु खेलाडीको उद्देश्य हुन्छ । ‘अनि तपाईं जे गर्न खोज्नुहुन्छ त्यो उत्कृष्ट ढंगमा गर्न चाहनुहुन्छ,’ उनले भने । आफूले पर्वतको सूचीमा ‘टिक’ लगाउने उद्देश्यले नचढेको उनले बताए ।
    आल्पस क्षेत्रमा अवस्थित अस्ट्रिया पर्वतीय मुलुक हो र त्यहाँ जन्मेहुर्केका पिटर, पत्याउनुस् या नपत्याउनुस्, नौ वर्षकै उमेरदेखि हिमालतिर जान थालेका थिए । सानैमा बाबु गुमाएका पिटरलाई आमाले हिमाल चढ्ने पूरै स्वतन्त्रता दिइन् ।

    सुनिएको र देखिएको छ, कतिपय पर्वतारोहीले सोही क्षेत्रकासँग विवाह गरेका हुन्छन्, सहजताका लागि । तर पिटरले त्यसो गरेनन् त्यसैले विवाह टिकेन । सधैँ हिमालतिर हुँदा पर्वतारोहणमा खासै रुचि नभएकी महिलासँगको चुनौतीपूर्ण सम्बन्धलाई टुटाएर मित्रतामा लैजानु आवश्यक थियो । अनि हिमाल’bout रुचि भएकीसँग रोमान्टिक सम्बन्ध गाँस्ने
    अर्को आवश्यकता । पिटरकी गर्लपफ्रेन्ड सँगै हिमाल जान्छिन् र बिरामी परेका आरोहीको उपचार गर्छिन् । ‘यो पेसै यस्तो,’ उनले भने- ‘सधैँ सँगै बस्न नसकिने । अनि सँगै हिँड्नेतिर मन बस्दो रै’छ ।’

    थुप्रैपटक आए पनि वास्तविक नेपाली जीवन’bout उतिसारो जानकारी लिन नसकेको पिटरले खुलाए । काठमाडौं र पोखराजस्ता सहर र पदयात्रा मार्गमा पर्ने पहाडी भेगबाहेक नेपाली गाउँ र तराईको भ्रमण उनले गरेका छैनन् । ‘हामी हिमाल चढ्ने मान्छे,’ पिटरले भने- ‘काठमाडौंमा ओर्लिइन्छ, एकदुई रात यहाँ बसेपछि हिमालतिर हान्निइहालिन्छ । उतै हप्तौं बिताइन्छ, अनि फर्केपछि एकाध रात बिताएर उडिहालिन्छ ।’

    १९७८ मा पहिलोपटक आएका उनले काठमाडौं सहर फैलिएको, सडकमा मोटरसाइकल बढेको र हस्तकला तथा पर्वतीय उपकरण किन्न सहर उपयुक्त भएको पाएका छन् । गत अप्रिलमा अस्ट्रियाका केही भीआईपीलाई लिएर खुम्बु पदयात्रामा गएका पिटर आउँदो मेमा हिमाल चढ्ने समूह लिएर आउँदै छन् । ‘हिमाली क्षेत्रमा चुनौती भए पनि नयाँ कुरा देख्न पाइन्छ,’ उनले भने- ‘मानिसहरूलाई ती क्षेत्र देखाउनुमा गज्जबको आनन्द हुन्छ ।’ यसपालि हिमाली पर्यटन सम्मेलनमा भाग लिन आएका उनी शुक्रबार फर्किएका छन् ।

    फर्किने प्रसंगमा, फेरि एकपटक जवानीकै कुरातिर लागौं । ‘जति नयाँ र चुनौतीपूर्ण कुरा गर्नुहुन्छ, त्यति युवक भएको महसुस गर्नुहुन्छ,’ पिटरले भने- ‘धेरै मानिस उमेर ढल्किँदै गर्दा ‘लौ, बूढो भइयो, अब के गरिराख्नु’ भन्दै नीच मार्छन् । त्यस्तो होइन, नयाँ कुरा गर्नुपर्छ, अन्त्यसम्म लागिरहनुपर्छ, नभए छिट्टै बूढो होइन्छ ।’ त्यसो भन्दैमा पिटरले धेरै टाढाको योजना बनाएका छन् भन्नेचाहिँ होइन ।

    ‘अबका १० वर्षमा तपाईंले आफूलाई कहाँ पाउनुहुन्छ, पिटरजी ?’

    ‘पाँच वर्षको कुरा गरौं,’ उनले भने- ‘स्वास्थ्य राम्रै छ क्यारे, म हिमाल चढिरहेको हुनेछु । फेरि चोयू चढ्ने विचार छ ।’

    जनआन्दोनल पछिको सरकारसँगको शान्ती वार्तापछि माओवादी छापामारहरु देशभरी फैलिएका निश्चित शिविरहरुमा जम्मा हुन थालेका छन् । छोटो समयमा माओवादी सेना जम्मा हुनुपर्ने भएकाले सबैजसो सिविरहरुमा बसोबासको राम्रो व्यवस्था हुनसकेको छैन । विद्रोहीहरुले बस्ने स्थान बनाइरहेका छन् । हतियारको के कस्तो लेखाजोखा भइरहेको छ त्यो चाहि सार्बजनिक भएको छैन । के माओवादीहरुले देशभरी छरिएर रहेका सबै हतियार एकिकृतरुपमा भेला गरे त ? यो अहिलेकोलागि महत्वपूर्ण प्रश्न हो । देश चुनावमा होमिइरहेको छ, निर्वाचन प्रकृयालाई स्वच्छ तुल्याउन गाउमा हतियारहरु नछुटेको निश्चित गर्नु पर्छ । छुटेका हतियारबाट जो कसैले पनि चुनावलाई प्रभावित पार्न सक्छ जो शान्ति प्रकृयाका लागि दुर्भाग्यशाली ठहरिने छ । वार्तामा बसेको माओवादी नेतृत्वको छापामार तथा कार्यकर्तामा कत्तिको पकड छ भन्ने पनि यसैबाट थाहा हुने हो ।

    हालै कान्तिपुरका पत्रकार उजिर मगरले सिन्धुलीको एउटा माओवादी छापामार सिविर भ्रमण गरेर यी तस्विर खिचेका हुन् । उनको निश्कर्ष छ- छापामारहरुको जीवनशैली खासै लोभलाग्दो छैन, उनीहरुका अचेल दुखले वितेका छन् । खानेकुराको टुंगो छैन, सुत्ने ठाउ राम्रो छैन ।

  • केटुबाट सगरमाथा हेर्दा

    “दुइटी उत्तिकै सुन्दर महिला तपाईं कसरी तुलना गर्न सक्नुहुन्छ,” सबिर नाजिरले प्रश्न गरे र उत्तर दिए- ‘दुवै उत्तिकै अब्बल, सुन्दर र तीक्ष्ण छन् । प्राविधिक हिसाबले उत्तिकै खतरनाक पनि ।’ उनी कुनै सौन्दर्य विशेषज्ञ होइनन् जसलाई महिला सौन्दर्य’bout नालिबेली थाहा होस् तर जब हिमालहरूको कुरा आउँछ, उनलाई सुन्नै पर्छ । पाकिस्तान अल्पाइन क्लबका अध्यक्ष नाजिरसँग विश्वकै सर्बोच्च शिखर सगरमाथा र त्यसपछिको अग्लो केटु चढेको अनुभव छ । दुवै हिमालका सफल आरोहण अगाडि एकएकपटक असफल भएको उनको प्रोफाइलमा उल्लेख छ । त्यसैले काठमाडौंमा अन्तर्राष्ट्रिय पर्वतीय फिल्म महोत्सवमा सामेल हुन आएका पाकिस्तानीलाई सोधिएको थियो- ‘दुई हिमालमध्ये कुन राम्रो ?’

    ‘बसेको पिरामिडजस्तै हो केटू,’ नाजिरले आफ्नो देशको हिमालको बखान गरे- ‘जो निक्कै छरितो छ र आफूमाथि धेरै हिउँ थुप्रिन दिँदैन । चढ्नका लागि अप्ठेरो भइहाल्यो ।’ सगरमाथाचाहिँ, नाजिरका अनुसार, हिउँको ठूलो थुप्रो जस्तै हो जसले ‘तपाईंलाई तुरुन्तै मोहित पारिहाल्छ ।’ ‘खुम्बु आइसफलको के कुरा गर्नु,’ उनले भने- ‘त्योभन्दा खतरनाक ठाउँ संसारमा कहाँ होला ? त्यहाँ हिँड्नु सपनाको हिले बाटोमा यात्रा गरेजस्तै हो । कुनै पनि बेला त्यो आइसफल झरेर आफूमाथि बज्रेला भन्ने त्रास भइरहन्छ ।’

    डरका कुरा पन्छाउँदै भावनाका प्रसंग खोतल्ने हो भने नाजिर मार्फत पर्वतसँग आरोहीहरूको अन्तरसम्बन्ध पहिल्याउन सकिन्छ । पहिलोपटक केटु चढ्ने प्रयास गर्दा उनी एउटा जापानी समूहमा थिए । १९७७ को कुरा । ‘शिखरको करिब दुई सय मिटर तलबाटै र्फकनुपर्‍यो,’ उनले भने- ‘त्यति माथि पुगेपछि मौसम यसरी बिग्रियो, उक्लिन असम्भव थियो । तैपनि एकरात सानो खोपिल्टोमा भोकै बितायौं, मौसम सुध्रिने आसमा । अहँ, भएन । फर्किने बेलामा सबैजना खुब रोयौं र फेरि चढ्ने वाचा गर्‍यौं ।’

    चार वर्षपछि उनी केटू हानिए तर यसपटक अघिल्लो टोलीका पाँचजना जापानी संसारमै थिएनन् । दोस्रोपटक पनि शिखर नजिकै पुगेर झन्डै फर्किनुपरेको थियो । ‘तीनजना थियौं तर एकजना २५ मिटरमुनिबाट फर्कियो,’ उनले भने- ‘मौसम खराब थियो र फर्किने तरखरमा थियौं । भोलिपल्ट यसो शिखरतिर हेर्‍यौं, यस्तो लाग्थ्यो मानौं केटूले हामीलाई गिज्याइरहेको छ । जवान थियौं, साहस थियो । त्यसैले हामी दुई गयौं शिखरमा, एकअर्कालाई अँगालो मार्‍यौं र फर्कियौं । त्यतिबेला मैले ती जापानीहरू र अघिल्लोपटक हामीले खाएको कसमलाई सम्झिएँ ।’

    हिमाल चढ्नु टाढाबाट हेर्दा शान्त देखिने ती अग्ला संरचनाहरूसँग जोरी खोज्नुजस्तै हो । त्यो साहसिक खेल जसमा सानो गल्ती या दुर्भाग्यले ज्यानै जान्छ । जस्तो, सन् १९९६ को सगरमाथा विपत्तिको प्रसंग, कैयौं आरोहीको ज्यान गयो । सबिर त्यसलाई किन पनि बिर्सन सक्दैनन् भने निश्चित भइसकेपछि अन्तिम समयमा उनले त्यो वर्ष सगरमाथा जाने योजना त्यागेका थिए ।

    ‘१९९५ मा ब्रोड पिक चढेर आएका स्कट फिसरसँग स्कार्दु (काराकोरम क्षेत्रतिर लाग्दा पर्ने अन्तिम सहरी विन्दु) मा भेट भयो,’ सबिरले सम्झिए- ‘उनले ‘लौ सबिर अर्को वर्ष सगरमाथा जाऊ, म जाँदैछु’ भने । राम्रो मौका थियो तर म जन्मथलोमा ‘पाकिस्तान पिपुल्स पार्टी’ को तर्फबाट चुनावमा विजयी भएको थिएँ, । चट्टै राजनीति छाडेर गइहाल्न सम्भव थिएन । तैपनि जान्छु भनें तर हिमाल चढ्न उत्साहित गर्ने मेरी (जापानी) पत्नीले यसपालि नजाऊ भनिन् । उनी बच्चासहित जापानमै थिइन् । म उनलाई भेट्न गएँ । अनि सगरमाथा जाने डेढ महिना अगाडि मैले स्कटलाई फ्याक्स पठाएर आफू आरोहणमा जान नसक्ने बताएँ । खासमा त्यो बडो दुःखद निर्णय थियो, स्कटले मलाई आरोही गाइडका रूपमा लान लागेका थिए ।’

    इमेल सञ्चारको अहिलेजस्तो व्यापकता नभइसकेको उसबेलामा सबिरले सोचेका थिए, स्कट फर्केपछि सबै कुरा विस्तृत रूपमा बताउँला । तर त्यो मौका कहिल्यै आएन किनकि स्कट सगरमाथाबाट कहिल्यै फर्केनन् । उनको टोलीका सबैको मृत्यु भयो जसलाई जोन क्राकौरको चकित पार्ने वेस्ट सेलर ‘इन्टु थिन एअर’ मा वर्णन गरिएको छ । ‘गएको भए म नमर्ने कुरै थिएन,’ उनले भने । तर त्यो एउटा दुर्भाग्यशाली मौका थियो, ?

    केटु चढेपछि सबिरमा त्योभन्दा एउटै मात्र अग्लो शिखर चुम्ने चाहना विस्तारै हराउँदै गएको थियो । साथै, १९९६ को मौका पनि गुमेको थियो । तर १९९७ मा पाकिस्तान सरकार आफ्नो देश स्थापनाको ५० औं वर्षगाठ मनाउन तिब्बती मोहडाबाट सगरमाथा चढ्ने टोली पठायो जसको नेतृत्व सबिरले गर्नुपर्ने भयो । त्यो अभियानको सफलतासँग पाकिस्तानी राष्ट्रिय स्वाभिमान जोडिएको थियो, सबिरले भने । हरेक साताजसो शिखरमै राष्ट्रपतिले फोन गरिरहन्थे । तर खराब मौसमका कारण अभियान सफल भएन । पाकिस्तान फर्किएका सबिरलाई ‘थुम्को समेत नचढेकाहरूले’ पेचिला प्रश्न गर्न थाले- ‘शिखरमा नपुगी जिउँदै फर्किंदा तपाईंलाई लाज लागेको छैन ?’

    ‘त्यसपछि चाहिँ मैले सगरमाथा शिखरमा पुग्ने कुरा व्यक्तिगत चुनौतीका रूपमा लिएँ,’ उनले भने । २००२ मा उनी काठमाडौं आए, दक्षिणी मोहडाबाट सगरमाथा चढ्न । संयोग, उनको अभियान त्यही कम्पनीले आयोजना गरेको थियो जसलाई कुनै बेला स्कट फिसरले स्थापना गरेका थिए । अर्को संयोग, सफल आरोहणपछि फर्किंदा शिखरभन्दा केही मुनि उनले एउटा लास देखे जो उनै स्कट फिसरको थियो । ‘त्यतिबेला मैले उनीप्रति श्रद्धाञ्जली अर्पण गरें,’ उनले भने ।

    फर्किंदा इस्लामावाद विमानस्थलमा थाहा पाए उनले सगरमाथा चढाइको महत्त्व । १० हजार मानिस स्वागत गर्न जम्मा भएका थिए, सगरमाथा आरोहण गर्ने पहिलो पाकिस्तानीका रूपमा उनलाई अघि लगाउँदै विजय जुलुस गरियो । ‘मैले कसैले नचढेको अप्ठेरो बाटोबाट केटू चढेको थिएँ,’ उनले भने- ‘तर त्यो समाचारले पत्रिकाका भित्री पेजमा सानो स्थान पायो । सगरमाथा चढेपछि सबै मिडिया मेरा भए, म जहींतहीं छाएँ । राष्ट्रपति परवेज मुसर्रफले भेट्नुभयो, १० लाख पुरस्कार मिल्यो जसलाई मैले एउटा कोषमा जम्मा गरें ।’

    यसोभन्दा सबिरले संवाददाताको सुरुवाती प्रश्नको उत्तर दिइरहेका थिए । ‘सगरमाथा र केटुको उचाइमा खासै धेरै फरक छैन,’ उनलाई सोधिएको थियो, ‘तर हिमालको जस लिने सन्दर्भमा नेपाल र पाकिस्तानले पाउने प्रचारमा आकाश जमिनको फरक छ, होइन ?’

    ‘पहिलो या सबैभन्दा अग्लो हुनुको मजा त्यसैमा छ,’ सन् २००७ लाई पाकिस्तान भ्रमण वर्ष मनाउने तयारीमा रहेका आरोहीले भने- ‘त्यति अग्लो हिमाल भए पनि पाकिस्तानलाई कसैले हिमाली देश भन्दैन ।’

  • House Arrest: Read, Sleep and Imagine

    Yesterday was the coldest day in Kathmandu as we experienced the first sign of the arrival of winter: it rained and, according to what I read in papers, mercury dropped to 4 degrees Celsius. The rain made impressive front page headlines in today’s papers but for me, though, the cold had arrived a few days earlier. From the very morning in last Friday, I was starting to feel uneasy in my throat. I had taken shower that morning and wasn’t wearing warm clothes. Throat was getting worse by the evening and I was having difficulties to sallow water. My priority was to gargle with salty water as I reached home past 10:30 PM. I knew I would be unable to wake up in the morning. I will be having fever, I told myself, so I must take care of my fragile body. With that decision, I went on to dream about a healthy life.

    I was pleasantly surprised to find my throat healed. It was getting better! Never before like this had happened. There was no fever and I was feeling less pain. Still I decided not to take any chance. Wagle babu, you must get well, I told myself, so no venturing outside this concrete building for the day. Read the book, or sleep as much as you want but no going out. But, the other me countered, you are supposed to interview a celebrated Pakistani mountaineer this evening (9th December). You have to be there at Malla Hotel at 3 PM to meet this man who has climbed Everest and K2, worlds second highest mountain, because there is no way you can cancel the appointment just because you are sick. Yes, in journalism I work on my terms most of the time: I do reporting when I feel like doing (and fortunately, I feel like that writing most of the time). Sometime you can’t really say you don’t want to do this or that because there are some appointments that are difficult to cancel. I hate calling and canceling the appointments, I don’t know why. And I can’t imagine not showing up in the scheduled venue on time without first informing the other side.

    No worries boy, you will be rescued.

    To my relief, Nazir Sabir calls at around 10 AM to request that the appointment be deferred to the next day, about the same time. Wow, I told myself, that’s what I wanted. “Thank you sir,” I tell him. “I have absolutely no problem. Please enjoy the film.” The chairman of the Alpine Club of Pakistan, who had arrived earlier this week to take part in the Kathmandu International Mountain Film Festival (KIMF), wanted to see a movie “of my friends.” He says that he just realized the timing of the movie screening had collided with our appointment time. No problem, you want to see the movie and I really need to have rest for the day.

    I grab the book that I was reading and continue turning pages. I didn’t watch much TV and didn’t go in front of computer very often. I stayed inside sirak most of the time and kept reading the book. Yes, I slept a lot. “It’s been 72 hours,” Email said this morning (Dec 12), “that you are on the bed. I hope your ribs are all fine.”

    “Well, I needed this much of sleeping, didn’t I?” I replied, defensively. “I was waking up early in the morning and leaving home as if the world would stop functioning if I didn’t do so. I was tired of waking up early and sitting in front of computer whole day.”

    I don’t remember when I stayed like this in home last time but this is quite fun. Especially the book made my stay in home really a good experience. I must be thankful to that American girl who left the book to me as she went back to the States. I hope to write more about my impression of the book, Kafka on the Shore, by Japanese writer Haruki Murakami after I finish reading it. My initial impression was that the book is just a popular fiction but as I turn the pages, I find it slightly more than that. Story is a bit weird (cats talk and fishes fall from over the sky) but overall combination is okay. I am half way through the book so I don’t think its now time to give my full verdict!

    I don’t remember dreaming but I kept imagining all sorts of things. Kafka Tamura, the 15-year-old protagonist of the book was central in most of my imaginations. Mind is amazing, it is so bid. You can imagine so many things that I wonder if it were a hard drive, it could be possible to store trillions of terabytes of information. Sometime it is so much fun to imagine, imagine being on the moon at one moment and swimming in the sea in the next. Everything comes into mind. Lying on bed, covered by sirak, imagine everything you please! Would I opt for the adventurous life that Kafka chooses at 15? I just imagine being Kafka for the moment and decide not be one instantly.

    Coming to reality, I went to see Nazir Sabir on Sunday and talked with him about his mountaineering experiences. “Mountains are like beautiful women,” he said. “You can’t really compare them.” Here comes the connoisseur of the Himalayas, I tell myself, with a lead line to my story. I had asked him which mountain he liked the most: Mount Everest or Mount K2. He climbed both mountains in second attempts. First attempts in both himals failed and he considers mountains the Mecca. “These both mountains are equally beautiful and challenging to climb.” He said. Equally challenging like impressing beautiful women? I wanted to ask but that would be too much, I thought and kept listening to him. Then he described in detail about his Everest and K2 adventures, emotions attached with climbing attempts on both mountains. I hope to write the story for my paper this evening. I washed my hair and made my tauko dandruff free. I am ready to move out. I decide to keep the book inside my side pocket of North Face jacket. It will be useful in Nepal Yatayat. The jacket is warm and I hope it will keep me safe from the chill. When I was in Malla Hotel to interview Nazir Sabir, I was quite embarrassed to see myself in this big jacket where as he was wearing a light jacket. I was like who is the real mountaineer among us? Who climbed Mt. Everest and Mt. K2?

    Yesterday (Dec 11, Monday) was a complete rest day. Throat was getting well and I wasn’t feeling bad anymore. I was hooked to the book and I spend sleeping in the afternoon. In the evening, power went off because of the weekly load shedding schedule. I continued reading book with candle light. Then the time came for the Indian reality show on Sony (Bigg Boss). I have become a regular viewer of the show but I am not in a position to say if I like the program much.

  • संविधान सभा र मतपत्र’bout केही कुरा

    सरकार र माओवादी अन्तरिम संविधानका लागि वार्ता गरिरहेका छन् र वार्ता टोलीका सदश्यहरुले सबै कुराको टुंगो लगाउन नसक्ने पक्का जस्तै देखिएको छ । उनीहरुले अन्तिम निर्णयका लागि आठ पार्टी नेतृत्वको उच्चतहमा कुरा जान सक्ने सार्वजनिक गरेका छन् । समझदारी हुन बाँकी केही कुराहरुमध्ये एउटा संविधान सभाको चुनावमा प्रयोग गरिने मतपत्रको ढाँचा हो । खासमा हामीहरुलाई संविधान सभाको चुनावी पक्ष’bout धेरै कुरा थाहै छैन । वितेका केही बर्षहरुमा नेपाली राजनीतिमा यस शब्दावलीको प्रयोग यसरी भएको छ जसले जनतामा संविधान सभाप्रति उत्कट आशाको सिर्जना गरेको छ । मानौं संविधान सभा हुनेवित्तिकै भोकाले भटाभट खान पाउने छन् । मानौं संविधान सभामा हामीले चुन्ने प्रतिनिधि खाना पकाउनमा माहिर छन् जसले निर्वाचित हुनेवित्तिकै धमाधम सिंहदरवार गएर भात पकाउन थाल्ने छन् । केही बढाइचढाको भान मिलेपनि धेरैजसो जनताले संविधान सभाबाट गरेको अपेक्षा यस्तै हो । यो आकाश छुने अपेक्षालाई वास्तविकतामा झार्नु नेपाली नेतृत्वको सबैभन्दा ठूलो चुनौती हो । नभए भोली निराश जनतालाई प्रतिकृयावादीले खुच्चीङको भाषामा भन्न थाल्ने छन्, “लौ देख्यौ हैन संविधान सभाको हौवा । खै संविधान सभाले के दियो तिमिहरुलाई ?” संविधान सभाले देशको भविश्य निर्धारण गर्ने कानून बनाउने हो, जनतालाई निर्णय प्रकृयामा सहभागी गराउने गरी राज्यको पुनर्संरचना गर्ने हो भन्ने जस्ता कुरा जनतालाई बुझाउनु पर्छ ।

    २०४६ को जनआन्दोलन लगत्तै पनि यस्तै समश्या देखिएको थियो । मानिसहरुमा प्रजातन्त्र आउने वित्तिकै आफ्नो जीवन अवस्था सुध्रिने आशा आकाशिएको थियो । प्रजातन्त्रले पनि एकै रातमा गरिवलाई धनी बनाउने त होइन । हो, सन् ९० को दशकमा हामीले पहिलेका ३० बर्षमा नेदेखिएका विकाश गतिबिधि र आर्थिक उन्नती देख्यौं । तर त्यो जनताको अपेक्षा मुताविक भएन । प्रजान्त्रले चुनौती खेप्न थाल्यो ।

    सम्पुर्णरुपमा संविधान सभाप्रतिको धारणा’bout जनतामा प्रष्ट पार्नुका साथै अब चाडै मतदान प्रकृया’bout प्रचार गरिनु आवश्यक छ । चुनावमा मिश्रित मतदान प्रकृया अपनाईने निर्णय भइसकेको छ तर त्यसमा पनि दुई खाले तरिका छन् । दुइटा मतपत्र अपनाउने कि एउटै ? यस’boutमा वार्तारत सरकारी र माओवादी पक्षबीच सहमति हुन सकेको छैन । सन् २००७ को मध्य जुनमा चुनिने भनिएको संविधान सभाका सद्शयहरु दुई प्रकृयाबाट चुनिने छन्, अहिलेका संसदीय क्षेत्रबाट “सबैभन्दा बढी मत ल्याउने” २०५ संविधानसभामा पुग्ने छन् भने अरु २०४ जना राजनीतिक पार्टीहरुले देशभरीबाट पाएका मतका आधारमा छानिने छन् ।

    चुनावी प्रकृया र मतपत्र’bout अघिल्लो साता मैले एकजना नर्वेली निर्वाचन विशेषज्ञ कारे भोल्लानसँग कुरा गरेको थिए । उनी नेपालमा हुन लागेको संविधान सभाको चुनावी प्रकृयालाई सघाउन र त्यसमा विशेषज्ञीय सल्लाह दिन दोस्रोपटक नेपाल आएका थिए । यहाका थुप्रै नेता तथा निर्वाचन आयोगका पदाधिकारीहरुसँग भेटेर चुनावी प्रकृया’bout कुरा गरेका भोलानले चुनाव’boutका कतिपय कुरा संविधानमै निर्णय हुनुपर्नेमा जोड दिएका थिए । प्रस्तुत छ कारे भोल्लानसँगको कुराकानी जो केही दिन अगाडीको कान्तिपुर दैनिकमा प्रकाशित भएको थियो ।

    >> मिश्रित प्रणाली भन्नाले कहिलेकाही दुइ फरक प्रणालीलाई बुझाउछ । वास्तविक मिश्रति प्रणाली अर्थात ‘मिश्रति सदश्य समानुमातिक (मिसस) प्रणाली’ त्यस्तो व्यवस्था हो जसमा संसदीय सदश्यताका लागि चाहि समानुपातिक प्रतिनिधित्वको प्रयोग गरिन्छ । चुनावको समानुपातिक पक्षले ‘बढी मत पाउने विजयी’ प्रणालीमा हुनसक्ने असमानुपातिक प्रतिनिधित्वका लागि क्षतिपूर्ति प्रदान गर्छ ।

    अर्को प्रणाली समानान्तर प्रणाली हो जसमा दुइ चुनावी प्रतिस्पर्धाहरु (‘बढी मत पाउने विजयी’ र समानुपातिक) आपसमा सम्बन्धित हुदैनन् । त्यस्तोमा नजिता समानुपातिक हुदैन । समानान्तर प्रणालीलाई प्रायः अर्ध समानुपातिक भनिन्छ किनकी मतको १० प्रतिशतले सामान्यत संसदमा सीटको पाच प्रतिशत मात्रै दिन्छ । त्यसैले मिश्रतमा पनि कुन चाहि तरिका अपनाउने भन्ने निर्णय गर्न अहिलेको आवश्यकता हो ।

    ‘मिश्रति सदश्य समानुमातिक प्रणाली’ अर्न्तगत एकल सदश्यीय क्षेत्रहरुको चुनावमा पार्टीबीच सीटको समानुपातिक वितरण हुने सुविधा हुन्छ । उता समानान्तरमा चाहि ठ्याक्कै उल्टो सहमतिका आधारमा भन्दा पनि सम्झौताका आधारमा पार्टीबीच सिट बाडफाड हुन्छ ।

    मिश्रति प्रणालीमा दुइ प्रतिस्पर्धा (‘बढी मत पाउने विजयी’ र समानुपातिक प्रणालीको राष्ट्रव्यापी सूचि) हुने भएकाले मतदातालाई छुट्टाछुट्टै छनोट दिनु सबैभन्दा चल्तिको प्रयोग हुनेछ । त्यसको अर्थ मतदाताले दुबै प्रतिस्पर्धामा एउटै पार्टी नछान्न पाउछ । मिश्रति प्रणालीको मुख्य फाइदा यसलाई मानिन्छ । तर कतैकतै यो सुविधा हुदैन या कमजोर तुल्याइएको हुन्छ ।

    संविधान सभाको चुनाव तीनै २०५ एकल निर्वाचन क्षेत्रहरुमा गर्ने योजना बनाइएको छ जो पहिलेका संसदीय चुनावहरुका लागि खडा गरिएका थिए । निर्वाचन क्षेत्र हटाउने या घटाउने कुरा सधै अप्ठेरो र विरोधाभाषपूर्ण कुरा हो । तर वास्तविक मिश्रति प्रणालीमा क्षेत्रको सीमाको महत्व उल्लेख्यरुपमा घट्छ किनकी सबै भोट पार्टी बीच सीट बाडफाड हुदै उहीरुपमा गणना हुन्छन्- चाहे ती जहासुकै खसालिएका किन नहुन् ।

    २०५ क्षेत्रबाट ‘बढी मत पाउने विजयी’ प्रणालीको चुनाव नेपालमा भइसकेका छन् । नौलो चाहि सूची समानुपातिक प्रणाली हो । यस अर्न्तगत सबै चार सय ९ सीटलाई समानुपातिक सुत्र अनुसार बाडिन्छ ताकि संसदमा उपयुक्त समानुपातिक प्रतिनिधित्व होस् । तर केही प्राबिधिक प्रश्नको जवाफ आवश्यक छ । के क्षेतिपूर्ति दिलाउने २०४ सिटहरु समानुपातिक नतिजा ल्याउन पर्याप्त हुन्छन् ? स्वतन्त्र उम्मेदवारहरुको निर्वाचनलाई कसरी लिने ?

    धेरैजसो अवस्थामा समानुपातिक नतिजा ल्याउन सूचिका ५० प्रतिशत सीट काफी हुन्छन् । तै पनि एउटा सैदान्तिक सम्भावना हुन्छ- कुनै पार्टी क्षेत्रहरुमा उसले पाएको कुल मतले दिलाउने भन्दा बढी सिट जित्न सक्छ । यो अवस्थामा, उदाहरणका लागि, कुनै पार्टी २०५ मध्ये १५० सिट जित्यो भने उसलाई सूचिका सीट घटाइदिनु पर्छ । कुनै मुलुकमा यस्तो अवस्थामा फरक भएको संख्याका आधारमा संसदका सीट बढाएर परिस्थिती काबुमा लिइन्छ । अनि क्षेत्रमा स्वतन्त्र या भौगोलिकरुपमा खाजिएका पार्टी उम्मेदवारले चुनाव जित्न सक्छन् । स्वतन्त्र उम्मेदवारहरु सूचिका सिटका लागि प्रतिस्पर्धा गर्दैनन् र स्थानीय पार्टी क्षेत्रको चुनाव जितेपनि त्यस्ता सिट पाउने सम्भावना कम हुन्छ ।

    एउटा अर्को कुरा मतपत्रको छ । मिश्रित प्रणालीमा मतदाताहरुलाई दुइ भागमा विभाजित मतपत्र दिइन्छ । एकापट्टी पार्टीको सूचि हुन्छ भने अर्कोमा उम्मेदवारको नाम र उसको पार्टी (स्वतन्त्रको हकमा नाममात्र) हुन्छ । पछिल्लो भाग निर्वाचन क्षेत्रपिच्छे फरक हुन्छ भने अघिल्लो देशैभरी एउटै । यस्तो मतपत्रमा प्रष्ट उल्लेख गरिनुपर्छ कि दुइटा प्रतिस्पर्धा भइरहेका छन् र क्षेत्रको चुनावमा एउटा पार्टी उम्मेदवारलाई भोट हालेपनि सूचीको प्रतिस्पर्धामा अर्कैलाई हाल्न सकिने सुविधा मतदातालाई मिल्छ ।

    यस्तो मतपत्र नेपालमा अघिल्ला चुनावमा प्रयोग गरिएका भन्दा फरक हुने नै छ, जटिल जस्तो पनि देखिने छ । तर यस्तो व्यवस्था थुप्रै संक्रमणकालीन प्रजातान्त्रिक मुलुकहरुमा प्रयोग भइसकेकोले डराउनु पर्ने अवस्था पनि छैन । एउटा उपाय दुइ प्रतिस्पर्धाका लागि छुट्टाछुट्टै मतपत्र प्रयोग गर्ने हो । तर दुइट मतपत्रको मुख्य वेफाइदा पार्टीले गर्ने धाधलीको सम्भावना हो जो एउटै मतपत्रमा उति सम्भव हुदेन । अर्को छनोट चाहि मतपत्रमा एउटै मात्र सूचि (उम्मेदवार र पार्टीको नाम) राख्ने र त्यही भोटलाई देशभरीबाट गनेर यो पार्टी यति पायो भन्ने टुङ्गोमा पुग्ने । त्यसो गर्दा मतदाताले क्षेत्रमा एउटा उम्मेदवारलाई भोटहालेर र देशभरीबाट अर्को पार्टी छान्ने मौका पाउदैन । तर फाइदा के भने यस्तो मतपत्र यस अगाडी नेपालमा प्रयोगमा ल्याएकै जस्तो देखिने छ र पार्टीका सम्भावित छेस्के बानीव्यहोरा रोक्छ । सूचीका सीटको हिसावकिताव गर्नेबेलामा पार्टी पाउने सिटहरु क्षेत्रबाट जितेका सिटबाटै घटाइने हुदा कुनै क्षेत्रहरुमा पार्टी उम्मेदवारलाई आफूसग सम्बन्धित नगर्राई चुनावमा पठाउन खोज्नेछन् ।

    पार्टीले यस्तो बठ्याई गरेको उदाहरण केही देशमा देखिएको छ ताकि क्षेत्रबाट पनि आफ्नो मान्छे जितोस्, सूचबाट आफूले पाउने संख्या पनि नघटोस् । यो समश्यासग जुध्न जर्मनीमा मत गन्दा पार्टीबीच प्रतिस्पर्धामा त्यस्ता मत मात्रै गनिन्छन् जसमा मतदाताले क्षेत्र चुनावमा देशभरी प्रतिस्पर्धा गरिरहेको पार्टीलाई भोट दिएको होस् । अर्थात, स्वतन्त्र उम्मेदवारलाई भोट हाल्ने मतदाताले राष्ट्रव्यापी प्रतिस्पर्धामा पार्टीई मत दिन पाउदैन । त्यसो गर्दा पार्टी आफ्नै चुनाव चिन्ह लिएका उम्मेदवारका उठाउनुको साटो स्वतन्त्र उम्मेदवारलाई समर्थन गर्दा पनि केही पाउने छैनन् । अर्को उपाय चाहि राष्ट्रव्यापी सूचीका लागि प्रतिस्पर्धा गर्न निश्चित क्षेत्रहरुमा उम्मेदवार उठाएकै हुनुपर्ने प्रवधान राख्न सकिन्छ ।

    फेरी पहिलो फाइदा (अर्थात अघिल्ला चुनावकै जस्तो मतपत्र) लाई वेफाइदाकारुपमा पनि हेर्न सकिन्छ किनकी दुइ प्रतिस्पर्धाको किटेर उल्लेख गरिएको हुदैन र त्यसो हुदा प्रणाली’boutको सूचना कमजोर हुनसक्छ । फाइदा बेफाइदा जहा जे मा पनि हुन्छ । यस्तो मतपत्र जर्मनीको दुइ राज्यमा चलनमा छन् भने इटालीको सिनेटमा २००५ सम्म यस्तै थियो ।

    निर्वाचन क्षेत्र नभएका मतदाता, जस्तो विदेशमा या व्यारेकमा रहेकाहरु, लाई आफ्नो निर्वाचन क्षेत्रमा पुग्न सहज नहुन सक्छ । त्यसैले उनीहरुलाई सूचि प्रतिस्पर्धाको मतपत्र मात्रै उपलब्ध गराउन सकिन्छ ।
